Not only is it everywhere, but MACO (Museo de Arte Contemporaneo) recently had a show of street art/artists called Hecho en Oaxaca (Made in Oaxaca) -- they all/each/some were collectives -- got permission to paint walls around town/on homes and also paint/intervene with the walls inside the museum.
